Constituent Process 2018

President Michelle Bachelet, in accordance with her government’s programme, convoked a constituent process in order for Chile to have a New Constitution.

This process included citizen participation through Citizen Dialogues, in which individuals and associations debated about the content that the New Constitution should have.

The process was supported by a Citizens’ Council of Observers, which acted as a technical committee to ensure the transparency of the Citizens’ Dialogues and to ensure that they were conducted without pressure or distortion. This Council was chaired by our Senior Counsel, Patricio Zapata. In March 2018, as a result of this constituent process, the New Constitution Project was submitted to the legislative process. However, its processing was postponed once President Sebastián Piñera took office, so the New Constitution Project did not prosper
