The Regional By-law shall consider mechanisms of direct or semi-direct democracy that ensure an influential or binding participation of the population, as applicable.
They shall consider, at least, the implementation of local rules at a regional and municipal level, of a binding nature, as well as citizen consultations with an influential result.
The budgetary planning of the various territorial entities shall always consider elements of influential participation by the population.
