The law shall regulate the use of digital tools in the implementation of the participation mechanisms set forth herein and which are different from voting, aiming at their use to promote the highest possible participation in said processes, as well as the vastest possible information about, transparency and security of, and accessibility to, the process for every individual, no distinction whatsoever.
