The law shall define the body in charge of compiling and systematising the information necessary to propose to the Legislative Branch the formulae for the distribution of fiscal revenues, of fiscal set-off among territorial entities, and of resources to incorporate into the various funds.
To these ends, it will be necessary to consider the participation and representation of territorial entities.
