The law shall entrust a body with the preparation of plans to promote the modernization of the State Administration, monitor their implementation, prepare regular diagnoses on the operation of public services and the other duties established by law.
This instrumentality will have an advisory council whose members shall include, among others, users, and officials of public services as well as territorial entities.
