The law shall establish the basic organisation of the Public Administration in the State and the territorial entities. Each authority and leadership, within the scope of its competence, may issue rules, decisions, and instructions for the better and more efficient performance of its duties
Legislation may confer, at least, auditing, investigative, regulatory, interpretative, and sanctioning powers to State Administration instrumentalities. Such powers shall under no circumstances imply the exercise of jurisdiction.
