Article 21

Everyone is entitled to a vital minimum of energy [sic] that is both affordable and safe.

It is the duty of the State to ensure an equitable and non-discriminatory access to energy that enables individuals to fulfil their needs, safeguarding energy services continuity.

The State shall regulate and foster a distributed, decentralised, and diversified energy matter based on renewable energies of low environmental impact.

Energy infrastructure is a matter of public interest.

The State shall foster and protect self-producing cooperative energy companies.
