Citizens are entitled to participate in an influencing or binding manner in affairs of public interest. It is the duty of the State to suitably publicise the mechanisms of democracy, favouring ample deliberation by individuals, pursuant to this Constitution and legislation.
Public authorities shall facilitate participation of the people in the political, economic, cultural, and social life of the country. It shall be the duty of each of the State instrumentalities to have the mechanisms to promote and ensure a participation and deliberation by citizens that is influential on the management of public affairs, including digital means.
