It is the duty of the territorial entities in the sphere of their competencies, to establish a permanent policy of territorial equity for a development that is both sustainable and harmonious as regards nature.
Territorial entities shall consider in their social, political, administrative, cultural, territorial, and economic planning, the criteria of budgetary sufficiency, inclusion and interculturality, socio-spatial integration, gender perspective, socio-ecosystemic approach, a focus on human rights, and any other this Constitution may set forth.
