Once the courts have been called upon to hear the case pursuant to applicable law and on matters within their jurisdiction, they shall not be excused from exercising their duty within a reasonable time, even in the absence of an express legal rule resolving the matter submitted for their decision.
Exercise of jurisdiction is non-delegable.
