Article 6, On territorial solidarity, cooperation, and collaborative association in the Regional State

Territorial entities coordinate and associate among each other in relationships of solidarity, cooperation, and mutual support, avoiding duplication of roles, pursuant to the mechanisms set forth by law.

Two or more territorial entities, with or without territorial continuity, may agree on conventions and establish territorial associations to achieve common goals, foster social cohesion, enhance the rendering of public services, increase efficiency and effectiveness in the exercise of their competencies, and boosts sustainable and balanced social, cultural, and economic development.

The State shall promote and support cooperation and collaborative association with the territorial entities and among them. The law shall establish the general bases for the creation and operation of these associations, pursuant to the relevant regional regulation.

The associations of territorial entities shall in no case alter the territorial organization of the State.
