The municipalities have the duty of promoting and warranting the people’s participation during the process, whether that may be in the making of local development policies and territorial planning, or in other cases contemplated by this Constitution, the law, and the Regional By-laws.
The Municipalities will provide mechanisms, spaces, resources, digital literacy, training and civic education, and everything else that can be done to achieve consultive, incidental and/or legally binding participation, in compliance with the pertinent legislation.
