It is the duty of the State to define modernisation mechanisms for its processes and organisation, adapting its operation to the social, environmental, and cultural conditions of each locality.
The State shall destine resources to its instrumentalities adopting the measures necessary for the incorporation of technological advancements, innovation, and a better use of resources, which enable optimising the provision of public goods and services.
The State shall foster the participation mechanisms and relationship with individuals, and shall promote an efficient and modern way of working, in keeping with the needs of individuals and communities.
