The public authorities shall adopt the necessary measures to adapt and drive legislation, institutions, the regulatory framework, and service rendering, so as to achieve substantive equality and parity. To such ends, the Executive Branch, the Legislative Branch, and the Justice Systems, as well as the State Administration instrumentalities and autonomous bodies, shall incorporate a gender-based approach in their institutional design and exercise of their duties.
Fiscal policy and the design of State budgets shall adapt to the fulfilment of a substantive gender-equality approach across-the-board in public policy.
