Regional Administrations and Municipal Councils enjoy financial autonomy for the fulfilment of their role, within the context of that set forth herein and in legislation.
The Law on Budgets of the Nation shall aim at a significant part of fiscal expenditure to be progressively executed through sub-national administrations, based on the responsibilities that each governmental level has as its own.
