The State must respect, protect, guarantee, and promote the full satisfaction and exercise of fundamental rights, as well as adopt the measures required to eliminate all obstacles that may limit or impede their achievement.
Every person, institution, association, or group shall observe fundamental rights, in accordance with the Constitution and laws.
