The State will assure the sufficient resources and funding for the Municipality, to achieve fair and equitable development for each Borough, in compliance with the mechanisms established by the law and the Constitution.
The fundamental principle of the communal administration is the search for harmonious and equitable territorial development, aiming to achieve municipal public services of equal quality for every person, without paying distinction to the physical place of residence within the Borough.
