On Neighbourhood Units and Boards. The Autonomous Boroughs shall establish, within the scope of their powers, territories known as neighbourhood units. Within these units, a Neighbourhood Board shall be constituted, representing the people residing in the same neighbourhood unit, enjoying legal and non-profit status, whose purpose shall be to make effective the popular participation in the municipal management and in the development of the community, as well as the other powers set forth by law.
The law shall provide for the manner of determining the territory of Neighbourhood Units, procedure for the constitution of Neighbourhood Boards and Municipal Unions together with their powers.
