The Autonomous Borough is the basal territorial entity of the Regional State, invested with public legal personality and own personal capital. The Boroughs possess the autonomy required for the fulfilling and exercise of their competencies, in compliance with the law and the Constitution.
The law will classify the Boroughs in distinct categories, which shall be considered by the administrative bodies of the State in the establishing of differentiated economic, tax and administrative regimes, as well as the implementation of policies, projects and programs that assess the various local realities, and specially for the transfer of competencies and resources. The establishing of these Borough types will at least need to consider demographic, economic, cultural, geographic, socio-environmental, urban, and rural criteria.
